How to replace the handle bar:
To remove the old stem remove the 2 phillips screws that are around the black collar at the base of the handle.
Once removed press the red plunger that is situated under the scooter above the left hand wheel and pull the handle bar at the same time.
To fit the new handlebar place the bottom of the handle in the hole of the base making sure it locks in position and then refit the 2 screws you removed earlier.
